“Why should the presidency be different than any other elected office? Why shouldn’t it go to the person winning the most votes? Well, since 2006, the California-based non-profit National Popular Vote, Inc., argues it should and can; through a compact of states with enough Electoral College votes to win the White House. To date, 15 states and D.C., with a total of 196 electoral votes, enacted legislation to do so. So, the national effort is just 74 electoral votes shy. It won’t happen in time for 2020, but it could be in effect for 2024.”
